The duties on wheat and flour have been lowered from time to time in order to offset the temporary high domestic prices, the purpose being to keep prices within the Kingdom nearly stationary. (See Tables 26 to 30.) The extremely high level of prices reached in 1898 caused France, Italy, and Spain to suspend for a time all duties on wheat. The duties on rye are considerably lower than those imposed on wheat. The tariff on corn, barley, and oats is generally about the same for equal weights, but in Germany feeding barley is admitted from the "most favored nations" at less than half the rate levied on corn. In general the duties on flour are higher than the duties on the corresponding quantity of wheat, so that. it is found more profitable, as a rule, to import wheat in the form of grain than as flour.
