These key performance regions are interconnected by proportional and inversely proportional interrelations. For instance; if one aspires to expand sector capacity using the existing human resources (constant staff costs) but does not invest in technology (constant support cost) to accomplish higher cost-efficiency of service provision, the consequent overloaded system might unlock the Pandora's box of underlying safety issues.
