I have also strongly supported numerous pieces of legislation to toughen our drug laws and to build more federal and state prisons. But for years I have been disturbed and dismayed over the lack of attention given to the large number of people behind bars who are not violent offenders. I believe that the innovative prescriptions set forth by Enos and colleagues offer a compelling solution to this vexing problem. While electronic monitoring does not represent a magical solution to America's crime problems, it should and must be actively examined as an integral part of this nation's long-term strategy to deal with the problems of crime and prison overcrowding. If America is to address its crime and prison problems, a consensus must be reached by policy makers at the state and federal levels that certain nonviolent offenders should not be sent to prison. Once that is done, alternative sentencing and electronic monitoring must become an integral part of a multifaceted solution to a multifaceted problem.
